Procedure for Registration of Contractors
1) The intending agency first apply for the issue of blank form of registration and submit the application along with all the relevant document in the form of a file to EE(NM)/SE(HQ).
2) The proposal submitted by the agency is then scrutinized by the concerned AEE and AE, while scrutinizing the following documents are checked :
a) Statutory requirement like; solvency certificate, average annual turnover
of last 3 years, sales tax registration, cess registration with NMMC etc.
b) List of work along with address of Department.
c) List of machinery along with documentary evidence of possession.
d) List of technical staff along with their necessary certificate.
3) If documents mentioned above are not submitted by the agency then a letter is issued to the agency for the submission of documents. If the agency fails to comply the above points within a period of two months/ or does not respond then the proposal is required to be suspended after taking the approval of committee.
4) If the documents are found in order or the agency submits the document within the prescribed time limit, the Confidential Reports are forwarded to various Circle’s / Divisions of CIDCO and other Government / Private Department depending upon the list of works submitted by the agency.
5) The credential of contractors are evaluated as per the approved marking system and marks are allotted in the following manner :
Group No.I : Pertaining to organization
In group No.1, marks are allotted depending upon the age of Company, turnover of company, work in hand etc.
Group No.II : Pertain to performance of agency in terms of time and quality.
In Group No.II, the agency secured full marks if the work is complted within the time limit, quality of work is outstanding. Good satisfactory. The negative marks are also allotted in case of adverse remark in respect of time and quality.
Group No.III : The marks are allotted on the basis of machinery owned by the agency after due submission of ownership document. Minimum machinery requested for different categories is indicated in the marking system.
As per the acceptance criteria the agency is said to be eligible only when it secures minimum 50% marks in each individual group and over all 60% marks.
6) The proposal is then prepared with the above allotment of marks and proposal is further forwarded to ACE(I) / ACE(II) and ACE(RP) for their comments and in case of electrical it is forwarded to S.E. (Elect.).
7) The proposal is put up in the Committee comprising of SE(Elect) / SE(Env)/
EE(QC) and external consultant, SE (HQ) with the recommendation and comments of ACE(I) / ACE(II) / ACE(RP) for the further.
8) The proposal is put up to C.E. & G.M.(Tech) for the approval with the recommendations of committee.
9) The registration certificate is to be issued by E.E.(NM) after the approval.
10) The quarterly evaluation form is circulated already to all Executive Engineer. It is mandatory for the executive engineer to submit the performance of each contractors on the basis the work being executed by them to the office of S.E.(HQ). The performance evaluated by each nodal Executive Engineer of the agency is reviewed and opinion is submitted to C.E.GM (Tech) for further necessary action.
