CIDCO bags Prime Minister's National Award for Planning and Design of APMC
Joint Managing Director, CIDCO Mr. Deepak Kapoor (IAS) and Chief Architect and Planner Mr. Dinkar Samant received the Prime Minister's National Award for Excellence in Urban Planning and Design for its project of Agriculture Produce Market Complex(APMC) situated in Navi Mumbai. Hon'ble Minister for Urban development Mr. Jaipal Reddy, presented the award on 6th February 2006 at Vigyan Bhavan, New Delhi.
The APMC is located at the conjunction of the Mumbai-Pune road and the Thane-Belapur road two major lifeline, and also had the benefit of the goods railway line coming from the northern part of the region. It is an organized market spread over about 150 ha. with four separate components in best possible location.
Equipped with infrastructure and facilities at various levels and various groups, this contained administrative offices, banking complexes, brokers complex, auction halls for those who could not afford a shop, open trading areas for small traders and separate areas for even the mathadis, head load workers who are the lowest in the rung of operators. A truck terminal of 8.52 ha, dedicated 110 kV sub station, 24-hour water supply plotted development for allied service industry was the other major provisions.
While planning the innards of the market with an eye for the details, each shop-cum-godown has been provided with separate vehicular and pedestrian access. A loading unloading platform ensures that the truck can reach up to the rear entry of each shop and the head load workers are required only to carry the goods thereafter.
This has served the original purpose of decongestion and environmentally, led to a drastic reduction of pollution levels due to omission of the lengthy route the trucks originally need to ply. The new market has been able to have its impact on the traffic situation in the island city and has to some extent eased the situation at Maulana Azad Road.
The system and facilities installed in the APMC speak volumes on the quality of the built-up environment. Wide tree-lined avenues branch out into an efficient system of roads, specially planted to served aesthetic purposes, as well as have a control on the microclimate. The solid waste system ensures timely disposal an environment-friendly treatment like vermi-composting. This has led to a zero-visibility, zero-hazard disposal, which is crucial in this area with high tonnage of perishable solid waste generated.
Thus the project is successful in alleviating environmental hazards of Mumbai city at the same time planned in such a manner that it will not adversely affect the Navi Mumbai which is normally associated with such type of project.
Previously, the cost per hour was Rs.24 to a truck operator, the average unloading time was 172 minutes. Now, the average unloading time 20 minutes and costs only Rs 7.90/- to a truck operator. Volume of business increased fourfold, from 0.5 lakh quintals to nearly 2 lakh quintals. What was aimed, as a congestion- solving tool became an economic engine, providing 60000 jobs to the new city. The investment of about 100 crores by CIDCO was completely recovered, with substantial value addition to the development.
A conducive environment by way of proper circulation, gardens, tree plantation, retiring rooms, canteens etc led to higher efficiency at all levels. The APM committee and the Municipal Corporation have taken over the maintenance of the services within and outside the complex.
Equity for poorer sections of the society: Adequate housing for even at lowest level operators was an added incentive and perhaps actually made the market shift and commence, and still considered by CIDCO as a major step towards equity for the poorer sections of society. The housing facility for traders, workers have been provided with special emphasis for weaker section, which made the shifting of market successful.
Today, the Agriculture Produce Market Complex at Vashi, Navi Mumbai stands out as a shining example of addressing urban problems through vision and sustained efforts without compromising with the environment and cost effectiveness.
