  NRI Phase-II Details of Project & Tendering


Background
CIDCO has constructed Seawoods Estate phase – I comprising of 46 buildings with 1534 Apartments. The Scheme was completed in the year 1996. Considering the recent improvement in real estate market, CIDCO decided to go ahead with Seawoods Estates Ph-II project. Demand registration for the scheme has been undertaken and CIDCO has received registration from about 2000 prospective buyers.

Present Scheme
The present scheme is for construction of Seawoods Estates Phase –II housing in Sector 54, 56, & 58 (Part) at Nerul, Navi Mumbai. The scheme is designed by renowned architect M/s Hafeez Contractor. The Scheme involves construction of 7 buildings (stilt +18 floors) with onsite infrastructure including landscaping. The Scheme is located in Nerul node of CIDCO. The proposed population of Nerul node is 3.5 lakhs. The present population is about 2 lakhs. There are total 58 sectors in Nerul Node. The Seawoods Estate Ph- II is situated on west side of Palm beach Marg. The Nearest railway station is Seawoods – Dharve, which is about 3 Km away. The other nearest railway station is Sagar Sangam which is on the proposed Nerul –Uran Railway Line.

CIDCO has awarded the work of 7 buildings under CA No. 01 (Phase II, Part I) comprising of 440 apartments for which the work is in advance stage of completion.

Further, considering the demand from the prospective buyers, the tendering process for additional four nos. of towers comprising of 252 apartments is in progress.

Physical Progress
RCC work for 4 nos of towers completed & balance 3 nos. of towers nearing completion. 

Block Work, Internal & External Plaster, PoP, Tiling Work, Plumbing Work, Aluminium Sliding Work, Door Frame & Shutter Fixing Work, Internal Painting, Electrical works are in Progress in all towers.

Onsite development works are in progress.

1.Concrete batching plant has been installed and working at site.

2.Ready mix concrete is being used.

3.Transporting of concrete is done with the help of transit mixers.

4.Laboratory is available on site. Regular tests are carried out on construction materials & Concrete. Tests are carried in CIDCO laboratory.

5.Third party quality audit is being conducted by Shri. M.V.Patil, Ex- Secretary (Retd.) , PWD.

Procedure followed for invitation of tender for C A No: 02/CIDCO/CE & GM (T)/2006-07
1. Invitation of applications for pre-qualification of agencies by Public Tender Notice.
2. Receipt of applications for pre-qualification.
3. Scrutiny of applications received, by forming a committee comprising of CIDCO officials & external members.
4. Finalization of pre-qualification of agencies based on details submitted & mandatory criteria for the work along with site visit by the committee members.
5. Intimation to pre-qualification agencies along with tendering programme.
6. Invitation of tenders in two bid system.
a) Envelope I: Containing Technical Bid,
b) Envelope I: Containing Financial Bid.
7. Pretender meetings with the agencies & clarification to various points raised by the tenderers.
8. Receipt of Tenders.
9. Opening of Technical Bid.
10. Scrutiny of Technical Bids by a special committee comprising
of CIDCO officials & external members.
11. Power Point Presentation by all bidders on their construction
methodology, deployment of men & machinery along with detailed CPM/PERT chart for completion of work within stipulated period of completion.
12. Opening of financial Bid based on recommendations of
special committee.
13. Evalution of lowest offer received based on market rate &
reasonability of offer.
