City and Industrial Development Corporation of Maharashtra Ltd., (CIDCO) was registered as a fully owned State Government Company under Indian companies Act on 17th March 1970 for the purpose of Planning and Development of Navi Mumbai.
The Management of CIDCO is covered under tier system i.e. at the top for formulating the policies of the Corporation by the Board consisting Chairman, Vice-Chairman & Managing Director and Jt. Managing Director and the Board of Directors constituted from various ministries of the Government and political field. At the second level GM(Admn.) and at the third level all the Head of Departments of various functional areas such as Planning, Architecture and Department of various functional areas such as Planning, Architecture and Engineering, Lands and Survey, Marketing, Estate, Personnel, Economist, Administration, Social Service, Transport & Communication, Accounts etc.
Personnel Department
The Personnel Department is handled by Manager (Personnel) whose main task is to develop the Human Resources of various caliber to take up the tasks for the development of the areas concerned through the diverse fields such as Transport & Communication, Town Planning, Architecture, Engineering, Economic, Social Service, Public Relation, Public Health, Marketing, Accounts, Finance, Computers, Public Relation, Public Health, strength of staff as on 31st December, 2007 is 1715 employees. The monthly expenditure towards salary is to the tune of Rs.2.90 Crores.

I) Recruitment & Establishment matters
In the initial stage of CIDCO formation, majority of the employees were drawn on the deputation from the various Govt. Department to handle the various tasks connected with the development of the Navi Mumbai. In the later stages the development was tremendous due the increase of population in Navi Mumbai and also taking the Planning and Development of various New Towns and New Aurangabad, New Nasik, New Nanded, Oras, Vasai-Virar Project, Megdoot Project at Nagpur. We were seeking sanction of various cadres of posts from the Govt. of Maharastra from time to time and recruitments were done accordingly.
The requisite posts are created by the approval of the Board and later these proposals are moved to Government for sanction based on the demands received from various functional Departments. The recruitments against the posts fall in vacant are done in the following manner as per the qualification, experience and age and other conditions prescribed in the recruitment schedules and Govt. regulations. The methods adopted for recruitments are:
1) Direct Open Recruitment by press advertisement.
2) Internal Departmental Promotion.
3) Through Employment Exchange for lower cadres.
4)Appointments under Apprenticeship (Amendment Act 1973 & 1986).
The Project- affected persons are given 5% reservation and other backward class persons are given reservations as per the Govt. rules and directives from time to time.
Our Corporation has framed the rules known as CIDCO Recruitment, Seniority and Promotion Rules 1977.
A) Direct Open Recruitment by press advertisement
This method is adopted in a case where the required talents are not available within the Organisation and as per recruitment schedule certain ratios are to be maintained in order to pump in new blood in work culture in the Organisation. Through this method, many technocrats from various disciplines are recruited in the past.
B) Internal Departmental Promotion
In this method, recruitment is done as per the conditions of qualification, age, experience prescribed in the recruitment schedule of various cadres and post and the performance evaluation done on the basis of confidential reports submitted by the respective HOD’s.
The Process of confidential reports -
1) Sending the blank confidential reports to various HODs.
2) Collection of confidential report forms duly filled in & reviewed by the Competent Authority.
3) Communication of the remarks to the employees as reported and
reviewed by the Competent Authority, i.e. Good/Adverse.
4) Take note on the record of these confidential reports in the register maintained and follow up with the HOD for CRs not received.
Most of the factors incorporated in the CRs are of qualitative nature and were difficult to quantity in order to access the gradings particularly Class-I, Class-II & Class –III employees. Smt. Thekekkara, the Ex. Jt. Manading Director incorporated the 'five point scale grades' to access the appropriate grades of the confidential reports to be submitted for 1998-99. Based on the grades accessed and seniority of the employee and the conditions prescribed in the recruitment schedule will form the basis for Internal Departmental Promotions. The seniority list of all the cadres are circulated in the month of April every year and individual copies are provided to each employee.
It is the policy of the Corporation that the appointments to the post of Sr. D.O. particularly in general cadre are given to the candidate based on the Internal Departmental Promotion on 'Merit-Cum-Seniority' basis.
C) Through Employment Exchange for lower cadres
Our Corporation calls the names of candidates from the employment Exchange/Social Welfare Offices/ Tribal Development Office as and when the vacancy occurs. We also recruit the heirs of the deceased employees on Compassionate Ground as per recruitment schedule. The appointments are done by following the recruitment schedule, rules of reservation, points decided by the Government from time to time.
D) APPRENTICESHIP
(Appointments under Apprenticeship (Amendment Act 1973 & 1986)
As per the Apprenticeship (Amendment Act, 1973 and 1986), it is binding on the part of our Corporation to engage in every year apprenticeship candidates. During the year 2003-04, we have engaged 2 Apprentice Draughtsmen .
MAINTENANCE OF ROASTER
Nearly 100-110 roasters are being maintained by Recruitment Section. The Government had passed Resolution on 18-10-1997 and directed to implement the contents mentioned in the said resolution. Therefore, in accordance with the said resolution, the roasters are prepared and have been checked by the Assistant Commissioner, Konkan Bhavan for Class III & IV and by Government Administrative Department for Class I & II. The work of maintaining roasters are being done from time to time as per changes take place i.e. promotion.
TRANSFER OF EMPLOYEES
To take note of the transfer of the employees those who have completed 4 years in same department. To initiate proposals for promotion of the employees who are eligible as per recruitment schedule prescribed by the management and as per the Government Resolution dated 18-10-1997, whenever the vacancies available.
II. ESTABLISHMENT
There are now 1815 employees in position in CIDCO as on 31.03.2007.
1. Maintenance of personal files of all employees.
2. Maintenance of leave record
3. Issue of increment, confirmation and leave orders
4. Sanction of special medical claims
5. Pay fixation of employees on appointment and on promotion
6. Maintenance of record of employees on deputation/contract basis and consultants.
7. Maintenance of record of property returns of employees and officers upto the level of Development Officer.
8. Issue of various circulars, notices and other related service matters.
9. Settlement of final dues on account of resignation, super- annuation and death.
10. Sanction of LTA as per the policy of Corporation
11. Implementation of time bound promotions of the employees as per the Government directive.
12. Casual and Earned Leave encashment @ 11/2 times of remuneration is allowed
III. WELFARE & TRAINING
Some of the staff welfare schemes are as follows.
1. Medical
Special Medical Claim upto Rs. 40,000/- p.a. is sanctioned to the employees for the treatment given to him/her or his/her dependents. In some serious cases like by-pass surgery, kidney transplantation, an amount upto Rs. 3,00,000/- is sanctioned as per the said Government
Rules.
2. Medical expenses upto Rs. 9,000/- p.a. per employee is paid in two trenches.
3. Group Insurance Scheme
Group Insurance scheme is also applicable to the employees. Anemployee can ensure his life @ 25 times of his salary. This amount is shared between the Corporation (3/4th amount) and the employee (1/4th amount).
4. If the employee expires before the superannuating date, then the benefit of gratuity is given to his/her legal heirs upto the period of attaining the superannuating date under the Group Gratuity Scheme.
5. Merit Prizes Distribution to the wards of employees
The Corporation honors meritorious students of SSC and HSC from the Navi Mumbai area with cash Awards and Merit Certificates. The Corporation also honors the children of its employees for their outstanding performance in SSC & HSC with cash awards and merit prizes.
6. Annual Social Gathering & Sports Meet is also arranged every year and the total expenditure towards this is borne by the Corporation.
7. Library Facilities to the employees
A home lending library with books on varied subjects in Marathi, Hindi and English languages has been opened.
8. Employees are entitled for transport and conveyance allowances as per the rules of the Corporation.
9. Financial Assistance to the employees
a) Petty loan of Rs. 30,000 is given.
b) Vehicle advance of Rs. 20,000 and Rs. 30,000 for purchase of Scooter and Motor- Cycle & Own Your Vehicle Scheme for the officers of the Corporation.
c) House building advance is sanctioned to confirmed employees who have completed 3 years of continuous service.
10. Other Benefits
Canteen facility / allowance, project allowance, over time, washing allowance is also sanctioned as per the rules. Present canteen space is inadequate and needs improvements at various locations.
11. The Corporation also provides raincoats, shoes, umbrellas, sweaters, dress material, sarees to the staff of security, and fire brigade sections, peons, drivers and sweepers.
12. Training to the employees of the Corporation
As per the policy formulated by our Corporation, training is imparted to our employees as and when required based on the requirements.
IV. HOUSEKEEPING
1. Vehicle
Purchase of vehicles, purchase of tyres, tubes & batteries etc., repairs and servicing of vehicles, payment of vehicles insurance and tax, examining proposals for hired vehicles, examining proposals for sanction of fuel quota, making arrangement of vehicle for guest on function / programmes, looking after cases and process of its insurance schemes, maintaining M&R record, RC & TC books of every vehicle, disposal of old vehicle, tyres and tubes and batteries.
2. Furniture & Fixtures
Purchase of office furniture, repairing of office furniture, insurance of furniture in CIDCO Bhavan and site office, disposal of scrap furniture, maintaining Dead Stock register.
3. Office Equipment
Purchase of Air conditioners, water coolers, scribers, xerox machines, drafting machines, calculators, the theodlite machines, duplicate machines, water purifiers, ammonia printing machine etc., repairs to all office equipments, awarding annual service maintenance contracts for the equipments, providing spared and consumables if required to various office equipments.
4. Stationery, Drawing & Printed Material
Procurement of Stationery, Drawing and Printing Material as required by various sections from time to time, looking after annual tender for these items, calling spot quotation for urgent requirements, printing of urgent materials as per the requirement of H.O.Ds.
5. Guest House
Booking of Kille Gaothan Guest as well as NRI Guest House with prior approval of M.D.; booking of Panchsheel & `F' type Guest house, making lunch / dinner arrangements at Kille Gaothan & NRI Guest House, assisting in finalisation of comprehensive contract for the guest house, booking of Auditorium and Conference Hall at CIDCO Bhavan, arrangement of meeting in Conference Hall.
6. Uniforms
Supply of uniform cloth and uniform articles for drivers, sweepers, security, mali, firemen etc., looking after annual contracts for the uniform cloth and uniform articles, maintaining necessary records for supply of uniform items, purchase of torch, battery cells for security section, reimbursement of stitching charges for uniform cloth of staff, releasing washing allowance, purchase of sports material for Fire Staff.
7. Court Matters
Co-ordination with the advocates of the Corporation in handling Industrial / Labour Court cases, attending accident cases before the Motor Vehicle Accident Claim Tribunal, payment of Retainership charges of the advocates appointed by the Corporation in consultation with Law Officer.
8. Other
Purchase / repairs of venetian blinds, sun control films, fixing of direction boards, names plates, buzzer bells on cabin doors, awarding annual contract for binding work, releasing monthly payment of binding work.
