Introduction
CIDCO, after more than three decades of its formation, is known as one of the leading organizations in Urban Planning Development and Management, in India and abroad. CIDCO’s recognition as a leading Planning Authority rests on the competence and expertise of its core departments, and Planning is the foremost among them.
The domain of Planning Department’s activities stretch far and beyond Navi Mumbai, initially to other new towns in the home state, namely, Vasai-Virar, Aurangabad, Nashik, Nanded, Nagpur, Sindhudurg, Waluj; and recently to new towns of Vilholi and Latur. It is in the process of extending consultancy for development of Industrial Townships in Talegaon-Chakan, and beyond Maharashtra in Naya Raipur of newly formed State of Chhattisgarh.
Planning department comprises a team of about 40 highly qualified technical people. The Planners, with minimum post-graduate qualification in technical field, are Class-I officers with proficiency in a wide range of sub-specializations, ranging from urban design to urban management, law to GIS, and so on.
Structure
The Planning team is led by the Chief Architect and Planner (CAP), along with 2 Additional Chief Planners (ACP). One of the ACP looks over the activities in Navi Mumbai and other consultancy projects; while the other takes care of New Town projects in the state, ranging from Nashik and Vilholi to Nagpur and Chikaldhara.
While the top cadre in the Department deals with policy issues, the conceptual framework of the plans is dealt by a Section headed by a Senior Planner. Work amongst Senior Planners and their teams in Navi Mumbai is distributed geographically and domain-wise, with separate sections for Special schemes like 12.5%, Development Plan, Building Permissions and GIS. Each Section has separate work groups led by an Associate Planner, which details the plans and layouts through Assistant Planners and draughtsmen.
Amongst new towns, there are separate Senior Planners functioning from Vasai and Aurangabad.
Functions
The Planning Department comprises of Planning, Development Permissions.
The Planning Section is involved in the preparation of Development Plan, its approval and modification, from time to time. Thereafter, the planning process involves identification of various projects for fulfilling its objectives, evaluation and preparation of nodal and sector plans, detailing of neighbourhood and cluster plans. It also takes a review of the development policy and its interpretation, impact of new laws and regulations, 12.5% schemes for project affected people, urban design proposals, consultancy projects and sundry works like preparation of drawings for marketing, execution of agreements and confirmation of plot dimensions as per site conditions, suggestion of plots and changes in allotment conditions.
The Development Permissions Section is involved in the approval of building plans after due scrutiny with regard to the General and special development control regulations concerning the land allotment, assessment of Development Charges, and correspondence with the applicants.
The Architecture Section prepares the design and detail drawings for certain public buildings and the various housing scheme projects taken up for different income groups in different parts of the city.
In new towns, as Special Planning authority, it monitors the development by granting development permissions to the private land holders, as per the approved plan.
