CIDCO is a New Towns Development Authority entrusted with the job of development of new towns. CIDCO has been carrying out its activities accordingly and developed many towns since 1970. However, it was necessary to provide civic services including sanitation services to the residents in absence of local authority with this view in mind, the Public Health Department was established in 1977, which is headed by Chief Health Officer and also Sanitary Inspectors. This department has been carrying out Public Health activities which are mainly of maintenance nature. For the parts like New Panvel Kalamboli, Kharghar & Dronagiri & Kamothe Nodes, the sanitation services are provided by this department.
From April 2003, a new cell, Solid Waste Management cell was formed. The sanitation job and garbage collection and disposal is handed over to that cell. This cell was under CHO. PHS has started ghantagadi system for collection, transfer & transportation of MSW. The following works are looked after by Chief Health Officer:
1. Malaria & Vector Control
For better control of Malaria and other vector borne diseases, it is required to see that stagnation of water pools is minimised. Every member of society can contribute to this aspect. The use of MLO (Mosquitoe Larvicidal Oil) ensures thin fill over the stagnated water pool thereby causing difficulty in Larvi to breathen and that is how the Larva are killed. The weekly program of this MLO spray is at every nodal site office can be obtained from following officers -

So also, spraying of insecticides and fogging are the activities aimed at control of adult population of mosquitoes. These activities are also done by a program which can be obtained in the above mentioned offices. So, also the guppy fishes consume larvy of the mosquitoes and help in control of Vector Borne Diseases. The hatcheries of fishes are brought in all the areas of CIDCO. The details of which can be obtained from the offices mentioned above.
2. Allotment of plots for Hospitals
Plots for the hospitals are earmarked by the Planning Department of CIDCO & these plots are marketed in consultation with CHO by Marketing Department.
3. Dog Sterilization
NGO has been entrusted for the stray dogs problem. This NGO has been allotted land on lease basis at very nominal rates and free electricity and water supply for first few years, and is also supplemented by some grants for immunization etc. This centre is situated at Asudgaon, Khanda Colony.
4. Medical bill scrutiny, Medical Examination
The persons getting appointment in CIDCO are medically examined and issued the certificates accordingly. So also, the employees submit their bills for special medical reimbursement for the expenses they have made towards the treatment of themselves and their dependents. The rules of these are at par with the Govt. rules, with minor modifications.
5. Sanitation work:- In all the areas of CIDCO, the sanittion work in terms of road sweeping is entrusted to various agencies and the collected garbage is transported by another agency.
6. Garbage transportation through the ghantagadi
Unique scheme of Ghantagadi has been implemented in areas of CIDCO thereby the vehicle moving around in all the areas of collects the garbage and same is transported to the dumping ground at Turbhe. This ground is managed by NMMC. CIDCO is already completing its dumping ground at Chall.
7. Issuing of Public Health NOC for occupancy purpose
After obtaining commencement certificate, from Town Planning Officer (TPO), is obtained and the construction activity is completed and before there is occupancy, it is required to obtain Public Health NOC which is issued as per request.
8.Stray animals problem
is also being tackled with the help of neighbouring local self government authority.
