CIDCO has implemented Municipal Solid Waste (Management & Handling) Rules-2000 for the area under jurisdiction of CIDCO i.e. New Panvel, Kalamboli, Kamothe, Kharghar, Dronagiri etc.
Solid Waste Management System is broadly divided in two parts-
- Collection & Transportation of Municipal Solid Waste (MSW)
- Processing & disposal of MSW
- COLLECTION & TRANSPORATATION OF MSW
The present solid waste generation is to the tune of 130 MT/day, includes M.S.W. generated in Panvel Municipal area. The method of collection & transportation of MSW followed is as under-
- Daily collection of MSW ON house-to –house basis.
- Daily collection of MSW from community bins.
- Transportation of MSW in closed body vehicle up to processing & disposal site.
- Conducting public awareness programs for segregation and storage of MSW in two categories as Dry (Non-Bio degradable) & Wet (Bio degradable) waste.
- Collection & Transportation of debris.
- Collection & disposal of green waste lying on roads.
- Removal and hygienically disposal/ burial of animal carcasses.
- Cleanliness of roads & collection of street sweepings.
- Machineries Deployed for collection and transportation are-
- Refused Compactors-6 Nos.
- Auto Rickshaws with tipping arrangement -3 nos.
- Skip loaders-1 no.
- Skip Bins-6 nos.
- Grab & Crane-1 no.
- Community Bins-86 nos.
- Hand cart with Bin-100 nos.
- Litter Bins-at appropriate locations.
CIDCO awarded the work of Collection & Transportation of MSW to M/s Antony Waste Handling Cell (P) Ltd. and the system is in operation.

- MSW PROCESSING & DISPOSAL FACILITY
CIDCO has developed its own MSW processing & disposal facility at Village Chal near Taloja MIDC. Receiving and treatment of waste is started from 23rd November 2007. Compost production will be started soon after maturation period of 45 days will be over.
The Plot area is approximately 14 Ha. The site is selected as per the guidelines of regulatory authority and authorization from Pollution Control Board is obtained.
The waste received at the facility shall be processed & disposed off scientifically. The site is designed for 15.5 years period considering 65 MT of MSW per day with progressive increase annually. The total storage capacity of landfill is about 3,65,000 MT.
Methodology of waste Processing
The incoming waste is weighed at Weigh Bridge at site. The waste is segregated at compost platform in to Bio-degradable & non-bio-degradable parts. The non-degradable waste shall further be segregated in recyclable & non-recyclable part. Recyclable waste shall be stored separately as paper, plastic, glass, metal etc. The non-recyclable waste shall be taken to the landfill for disposal.
The bio-degradable waste shall be shredded to required size & arrange in windrow piles on compost platform. Waste shall be stabilized by the process of “ Aerobic Composting”. The windrow shall be turned by mechanical turner for maintaining aerobic condition. Microbial culture shall be applied to enhance the process of composting & thereby reducing period up to 30 days.
The stabilized waste shall be allowed for maturation for next 10 days and then sent to processing plant for polishing to form compost and the compost shall be used as soil enricher. The rejects of composting shall be taken to landfill for disposal.
Herbal sanitizers are used to control the odour. Bio-culture are used to enhance the compost process. Flyex is used to control the flies.
The landfill is to be developed in different cells (5 Nos). The soil bund is constructed along the periphery of the landfill. Sides and bottom liner comprising of clay & HDPE liner & drainage layer are provided as per design to prevent ground water contamination. Sump wells are constructed in the landfill which collects the leachate through the perforated HDPE pipes. Leachate from the sump wells will be pumped to leachate holding pond. Rejected waste shall be filled in the landfill, spreaded, compacted by mechanical means.
The completed cells shall be closed as per closer plan with the development of grass/ vegetation on top.
Regular monitoring shall be done as per the regulation for different Environmental parameters as per MPCB norms.
Methodology of Disposal in Landfill
Rejects of waste processing shall be transported & deposited in the land fill. The waste is compacted and covered with inert materials daily as per the placement plan. Leachate collected in the sump well shall be pumped to leachate holding pond.
During the entire operation of facility, Environment Monitoring shall be done as per MPCB guidelines.
The work of development & operation of facility is awarded to M/s Bharuch Enviro Infrastructure (P) Ltd. Major civil works of development has been completed. The facility is in operation since November-2007
