The development plan of Navi Mumbai provides a functional hierarchy of road network system of city scale roads i.e. Urban Expressway, Arterial Roads, Link Roads, Sub Arterial and Local roads. The total length of Expressway and major arterial roads is around 200 Km, which are planned with 6 lane divided carriageway with paved shoulders/footpath with wide medians and service corridors for laying utilities. All the Expressways and major arterials are interconnected by interchanges in the form of cloverleaf, Flyovers, ROB’s, RUB’s, underpasses or by at grade road junction with/without signal. Entire road system described above is implemented in planned manner and commensurate with growth of population in the city.
Navi Mumbai is served by four bus transport agencies which operate services between Mumbai-Navi Mumbai, within Navi Mumbai, Thane-Navi Mumbai and surrounding areas. These services are Navi Mumbai Municipal Transport, Brihanmumbai Electric Supply and Transport, Maharashtra State Road Transport Corporation and Kalyan-Dombivali Municipal Transport. The buses of all agencies are plying with a good frequency.
Well-planned bus terminals/depots have been provided in the various nodes for the operation of inter-city and intra-city buses. Bus stands have also been provided at all railway stations for commuters. Bus 'Q' shelters have been constructed on major bus routes to provide safety and convenience to the bus commuters. Thirteen bus terminals and three depots are developed in Navi Mumbai to facilitate the operation of bus transport services. Vashi has a central terminal besides one more. Nerul, Belapur, Kalamboli and Panvel have two terminals each and the other nodes have one terminal each.
Considering the need of parking space for two wholesale market i.e. Steel Market at Kalamoli and Agriculture Produce Market at Vashi two truck terminals have been provided.
With development of a wholesale steel market at Kalamboli, a truck terminal is also developed considering the need of providing truck parking facility, transit and transshipment of goods of trucks. The truck terminal is located on a triangular plot covering an area of 13.06 hectares adjoining the Panvel bye-pass connecting Mumbai-Pune Expressway. The truck terminal is directly connected to National Highway No. 4 and Panvel Bye-pass to facilitate the easy dispersal of trucks. The truck terminal has a parking space of about 5.5 hectares for parking of 550 trucks at a time. Besides parking lot, the truck terminal houses all the relevant activities related to goods activities and provides various facilities like transit godowns (167), a petrol pump-cum-service station, 3 petrol pumps, 33 garages and spare parts, shops, 3 lodging complex plots, 9 weigh bridges, 2 restaurants, 2 common toilets and bathrooms and 2 washing ramps.
Besides the terminal has a central facility building which houses 82 premises of about 31 sq.mtrs. each to house and to locate the owners/associations/agents of good transporters including clearing, forwarding agents. The terminal has 3 lodging and boarding plots which are yet to be developed to facilitate the lodging and boarding facilities to personnel involved in transport industry. 'Pay and Park System' is provided for parking of trucks.
Similarly a truck terminal has been provided within the Agricultural Produce Market Complex (APMC) at Sector-19. The truck terminal is located on the eastern side of nodal expressway (Palm Beach Marg) which connects Thane-Belapur Road on the north and Sion-Panvel Expressway on the south with interchange facilities. The capacity of the parking area is 550 trucks at a time in area of 8.5 Ha. It provides amenities such as Central Facility Building with 90 offices, 52 transit godowns, 24 repair shops and garages, 10 restaurants, 2 petrol pumps, 2 weigh bridges, 3 lodging complexes, washing bays, a bathroom and 2 toilets. It is being operated on ''Pay and Park System'' on B.O.T. basis.
